Constitutional Rights Of The Homeless

A federal appeals court earlier this week confirmed that the homeless cannot be prohibited arbitrarily from sleeping outside by sweeping city ordinances designed to clear out public property. The 9th U.S. Circuit Court ruling applies to all Western states in its jurisdiction, including Washington, where there has been a bitter battle in Seattle over what to do with sprawling homeless encampments.
